MEDICAL INSURANCE
A.
MEDICAL INSURANCE – PERS MEDICAL PLANS
The City contracts with the California Public Employees’ Retirement
System (PERS) for medical insurance coverage. Eligible new hires are
covered under the program on the first day of the month following
submission of completed and signed enrollment to Human Resources,
except for life insurance. Life and Accidental Death and Dismemberment
(AD&D) insurance begin on the date of hire. The City will contribute the
Public Employees’ Medical and Hospital Care Act (PEMHCA) statutory
minimum on behalf of each participant in the program. A participant is
defined as:
1. An enrolled employee and eligible dependents;
2. An enrolled retiree and eligible dependents; and
3. An eligible and enrolled surviving annuitant
The PEMHCA statutory minimum is determined by PERS and is currently
$162 per month as of January 1, 2026. Inclusive of the statutory minimum,
flexible benefits shall be provided as follows.
The City and POA must mutually agree in writing to change from PERS
Health Care to another health care plan.
B.
CAFETERIA PLAN
The City shall maintain a full flex cafeteria plan in accordance with IRS
Code Section 125 for all active employees. Unit employees participating in
the City’s full flex cafeteria plan shall receive a monthly flex dollar
allowance to purchase benefits offered under the City’s benefits program
as follows:
Medical
Dental
Vision
Life Insurance
The current monthly flex dollar allowance(s) by enrollment tier for the
period of January 1, 2026 – June 30, 2026, inclusive of the PEMHCA
statutory minimum are as follows:
Employee Only: $971.00
Employee + One (1): $1,704.00
Family: $2,131.00
