ARTICLE FOUR
The City shall maintain a full flex cafeteria plan in accordance with IRS Code
Section 125 for all active employees. Unit employees participating in the
City’s full flex cafeteria plan shall receive a monthly flex dollar allowance to
purchase benefits offered under the City’s benefits program as follows:
Medical
Dental
Vision
Life Insurance
The current monthly flex dollar allowance(s) by enrollment tier for the
period of January 1, 2026 – June 30, 2026, inclusive of the PEMHCA
statutory minimum are as follows:
Employee Only: $971.00
Employee + One (1): $1,704.00
Family: $2,131.00
Effective with the pay period that includes July 1, 2026, and
continuing January 1 of each year, employees enrolled or
enrolling in one of the City’s health insurance plans shall
receive cafeteria allowance (flex dollars) based on the value of
the CalPERS Kaiser Region 3 Plan, which is the City’s highest
utilized CalPERS health plan, and represents the average cost
of the health plans offered by CalPERS, plus an additional
$100.00. The updated cafeteria allowance amount(s) are listed
below and may be modified annually in accordance with
CalPERS health plan rate increase(s)/decrease(s) for
subsequent plan years:
Employee Only: $969.05 + $100.00= $1,069.05
Employee + One: $1,938.10 + $100.00= $2,038.10
Family: $2,519.53 + $100.00= $2,619.53
The monthly flex dollar allowance may be used to purchase health benefits
offered under the cafeteria plan and other ancillary benefits plans (i.e.,
dental, vision and mandatory life insurance coverage(s)..
